Southern California Fires Incident Analysis Report Released

UL Research Institutes’ Fire Safety Research Institute has released the “Southern California Fires Incident Analysis Report,” the second of two reports in an independent analysis commissioned by the Office of the Governor of California after the devastating January 2025 fires in Southern California. 

Building upon the “Southern California Fires Timeline Report,” ULRI’s fire safety experts examined data collected from a wide range of sources, including discussions with emergency responders and subject matter experts, resident interviews and surveys, site inspections, geospatial analysis, and operational records. The report presents 175 findings encompassing the conditions, decisions, actions, and systems that influenced wildfire and community conflagration outcomes, along with 266 recommendations to strengthen future resilience, preparedness, and response. 

The analysis found that the impacts of the Palisades and Eaton Fires resulted from the combined performance of many interconnected systems challenged by the intensity, magnitude, and complexity of the fires, rather than a single point of failure. Key recommendations focus on advancing community-scale wildfire mitigation, increasing readiness for large wind-driven urban conflagrations, strengthening operational awareness and decision-making, and improving evacuation and communications systems.
